GARY SINCLAIR and JOSIE WATTS

Their mourning didn't seem to last long. A few weeks later they both became enamored of a little orphan girl. Rain Wolfe's mother Sheryl had just OD'ed; her father was drug pusher Dwayne "Popper" Collins who was quickly run out of town. At the end of the year, Rain had been reclaimed by her grandmother. Josie was devastated, but realized she had been using Rain to compensate for the loss of her own baby.

Josie went off to Quantico for special training. When she returned in February she began working secretly on an FBI project. Her bizarre behavior drove Gary to distraction. He understood the need for secrecy to surround any case either might be on, but he fumed at the lies Josie was spewing. When Gary began hanging around bars, Josie came clean.

Gary understood that Josie had been given a secret assignment by the FBI, but he flipped his lid when he discovered that her partner was none other than his brother, Cameron. Josie was caught in the middle of the battling Sinclair brothers, and eventually she dragged it out of Gary that Cameron had spent the past ten years in jail for the murder of their father.

Gary and Cameron teamed up to rescue Amanda Cory in Boca Lynda. Josie arrived in time to witness Gary and Amanda get trapped when their escape tunnel collapsed. Both she and Cameron were frantic to rescue their loved ones. The engineering crew gave up after some fruitless rescue attempts and pronounced Gary and Amanda dead. Sick with grief, Josie made a half-hearted endeavor to drown herself. Cameron saved her, and the two removed their wet clothes. Exhausted, they slept, and dreamt of making love to their lost loved ones. They awoke to find themselves twined around each other. Fully realizing what they were doing, they decided to have sex, hoping the act would stem their pain.

Gary survived, and Josie was racked with guilt over having slept with his brother. She was mortified to discover she was pregnant with Cameron's baby. Seeing no other alternative, she decided to pass the child off as Gary's. She was forced to admit the truth when the baby needed a blood transfusion and she was too weak to give it herself. Gary railed at her and swore he would never have anything to do with her again.

Gary left town for dangerous work in war-torn Eastern Europe and Josie despaired. But Gary returned to her in the summer of 1999, and begged to be allowed back in her life.
